Abstract

The implementation of Electronic Medical Records (EMR) is part of the digital transformation of health services aimed at improving the efficiency, effectiveness, and quality of healthcare services. The Sorawolio Public Health Center has implemented an EMR system using the E-Puskesmas application in the healthcare service process; however, its implementation still faces several obstacles such as network disruptions and limited supporting facilities. This study aimed to determine the implementation and impact of the use of the Electronic Medical Record (EMR) system on healthcare services at the Sorawolio Public Health Center based on the HOT-Fit approach, which includes human, organization, technology, and net benefit aspects. The type of research used is qualitative research with a descriptive approach. Data collection techniques were carried out through in-depth interviews, observation, and documentation. Data analysis was conducted descriptively to describe the implementation and impact of the use of the EMR system in healthcare services. The results of the study showed that the implementation of the EMR system at the Sorawolio Public Health Center has been running quite well. In the human aspect, staff had good ability and readiness to use the EMR system through training and experience. In the organization aspect, there was organizational support in the form of official policies, SOPs, and leadership support in the implementation of the EMR, although facilities and infrastructure still need to be improved. In the technology aspect, the system was considered easy to use, had fast access, and produced accurate and complete data, although there were still issues with an unstable internet network. In the net benefit aspect, the use of the EMR provides benefits including increased work efficiency, faster patient service, easier data access, and improved quality of healthcare services. The conclusion of this study indicates that the implementation of the Electronic Medical Records system at the Sorawolio Public Health Center has provided a positive impact on healthcare services, although improvements to technology infrastructure and the quality of the internet network are still needed to support optimal system use.
